ALL COUNTRIES THAT ARE DIRT POOR RESORT TO COMMUNE TYPE RULE BECAUSE IT REDUCES THE ECONOMIC TROUBLE ON THE LARGEST MOST DANGEROUS CLASS OF PEOPLE WHO CAN TOPPLE THEM BEING THE POOR HAVE NOTS, WITHOUT COMMUNE TECHNIQUES THE POOR WILL HAVE NOTHING AND RISE UP AGAINST THE LEADERS, THAT IS THE WAVE OF THE FUTURE, LET THE ELITE GET AWAY WITH STEALING ALL THE MONEY AND INSTEAD OF GIVING IT BACK CREATE A SOCIETY WHERE THE PEOPLE HAVE NOTHING BUT JUST ENOUGH TO KEEP BREATHING. ITS CALLED ELITE ECONOMICS OR HOW TO KEEP STEALING AND STOP BEING CHASED BY THE MASSES FOR STEALING, ITS A MUST READ FOR ALL ELITES LIVING IN LUXURY AT THE EXPENSE OF THE PEOPLE. IN ORDER TO KEEP THE MASSES BUSY THEY WILL IMPORT ANIMALS TO ATTACK THE MASSES AND KEEP THEM POINTED AT THE ANIMALS TO DISTRACT THEM UNDERSTANDING THE ELITES HAVE THEM GOING INTO GOOSE CHASE MODE. IF THAT DOES NOT WORK THEY WILL START A REGIONAL WAR SOMEWHERE AND DECLARE MARTIAL LAW EFFECTIVELY ENDING THE ELITES PURSUIT OF THE ELITES FOR DEVASTATING ECONOMIC FAILURE.
