The monument is called Water’s Soul and was created by Jaume Plensa.
“The sculpture itself depicts a portrait of a person’s face with a finger held up to its mouth, almost as if it’s signaling the phrase ‘shhh.’ Gray, the brand representing the artist, refers to the sculpture as ‘a young girl’.” - The Hoboken Girl
The statue is positioned directly facing lower Manhattan, where the 9/11 World Trade Center attacks occurred.

So now there’s an 80-foot tall statue depicting a young girl’s face with a finger held up to its mouth doing the “Shhh…” symbol overlooking NYC.
